Snow shoeing and cross country skiing are possible during the winter. The area near UlanHot is perfect. Just perfect. You can also do good downhill skiing if you don't mind walking up the mountains. Sledding would be perfect. Virtually no there skis, snoeshoes, or sleds.
Just be prepared for the snow and cold. The Ger (Mongolian tent) I use is vacant during the winter, but steps away my family lives year round. They will cook for you, take care of you, and assist you.
The area is ideal for snowshoeing and cross country skiing, but you must bring all your own stuff. Everything.
I know the area well as I used to live there, and can tell you where to go. Just bring your own stuff. There will be lots of cows, sheep, and horses trapsing in the snow.
The average depth of snow during the winter is about one foot, but can vary up to two feet. There is always snow in November, December, January and February. It starts to taper off in March. There is powder during new snowfalls, otherwise it is packed. There is usually snow on the ground in the winter. But there could be a dry year or lots of snow. No one can predict.
The temperature is about -20 degrees Celsius on average, during the winter, but can also vary.
I can arrange horse drawn sleighs on the snow. Just remember these are primative sleighs, not made for tourists.
You can do downhill skiing, but have to walk up the mountains. There are great mountains to ski, but again no lifts. Ideally, you would have combination bindings to allow you to do ski touring uphill, then snap the cables down to do downhill skiing. The area is 100% virgin. 100%. Virtually no one skis here. No one. Best to have experience.
